CO2 Regulation Ruling To Come Soon - The madness is about to begin
President Barack Obama's climate czar said Sunday the Environmental Protection Agency will soon issue a rule on the regulation of carbon dioxide, finding that it represents a danger to the public.
The White House is pressing Congress to draft and pass legislation that would cut greenhouse gases by 80% of 1990 levels by 2050, threatening to use authority under the Clean Air Act if legislators don't move fast enough or create strong enough provisions.
Carol Browner, Obama's special advisor on climate change and energy, also said the administration is seeking to establish a national standard for auto emissions that could mean tougher efficiency mandates for auto makers.
The new standard could be fashioned after strict proposals developed in California that would limit greenhouse gas emissions - initiatives that car makers have vigorously fought.
Officially recognizing that carbon dioxide is a danger to the public would trigger regulation of the greenhouse gas emissions from coal-fired power plants, refineries, chemical plants, cement firms, vehicles and any other emitting sectors across the economy.

Martin Feldstein, a professor of economics at Harvard University
and president emeritus of the nonprofit National Bureau of Economic
Research, was chairman of the Council of Economic Advisers from
1982 to 1984.
Under the cap-and-trade system, the federal government would limit the total volume of CO2 that U.S. companies can emit each year and would issue permits that companies would be required to have for each ton of CO2 emitted.
Once issued, these permits would be tradable and could be bought and sold, establishing a market price reflecting the targeted CO2 reduction, with a tougher CO2 standard and fewer available permits leading to higher prices.
Some expert studies estimate that the cost to households could be substantially higher.
The future cost to the typical household would rise significantly as the government reduces the total allowable amount of CO2.
Since the U.S. share of global CO2 production is now less than 25 percent (and is projected to decline as China and other developing nations grow), a 15 percent fall in U.S. CO2 output would lower global CO2 output by less than 4 percent.
Its impact on global warming would be virtually unnoticeable.
The U.S. should wait until there is a global agreement on CO2 that includes China and India before committing to costly reductions in the United States.
It is remarkable, then, that the Waxman-Markey bill would give away some 85 percent of the permits over the next 20 years to various businesses instead of selling them at auction. The price of the permits and the burden to households would be the same whether the permits are sold or given away. But by giving them away the government would not collect the revenue that could, at least in principle, be used to offset some of the higher cost to households.
If they do this by not raising prices, there would be less CO2 reduction through lower electricity consumption.
The permit price would then have to be higher to achieve more CO2 reduction on all other products.
Some electricity consumers would benefit, but the cost to all other American families would be higher.

In the January editorial-board meeting, Obama made two stunning comments about the costs of his cap-and-trade proposal to curb greenhouse gas emissions.
First, he said, "If somebody wants to build a coal plant, they can - it's just that it will bankrupt them, because they are going to be charged a huge sum for all that greenhouse gas that's being emitted."
He mentioned that existing coal plants will have to retrofit their operations.
"That will cost money," Obama said. "They will pass that money on to consumers."
He followed that up with an even more damning pronouncement:
"Under my plan of a cap-and-trade system, electricity rates would necessarily skyrocket."
Electricity rates would necessarily skyrocket - it's the 21st-century equivalent of Walter Mondale's 1984 debate promise to raise taxes.

In der Öko-Szene sind es allen voran die Retter des Weltklimas, die von Obama einen Richtungswechsel in der US Klimapolitik und ein Abkehren von der Ablehnung des Kyoto-Protokolls erhoffen.
Diese Hoffnungen werden zusehends untergraben. Haben doch bereits einige Berater Obamas durchblicken lassen, dass sie Klimaschutzmaßnahmen so lange auf die Reservebank setzen wollen, bis die US Wirtschaft wieder aus der aktuellen Krise erholt hat.
Diese Woche gab es noch deutlichere Rauchzeichen aus Washington, welche den Himmel der Umweltschützer und Klimaretter deutlich verdunkeln dürften.
Das Wall Street Journal berichtete in der gestrigen Ausgabe, dass Obamas designiertes Kabinett ausgerechnet die von Klimarettern verteufelte Kohle zu einem Eckpfeiler der zukünftigen Energiepolitik machen wollen.
Lisa Jackson, zukünftige Leiterin der US Environmental Protection Agency, bezeichnete am Mittwoch im Senat Kohle als "eine wichtige Ressource für das Land".
Am Tag zuvor hatte der Physiker Steven Chu, designierter Leiter des Energie-Ressorts, Kohle als "großartige Natürliche Ressource" bezeichnet (vor zwei Jahren bezeichnete er den Ausbau von Kohlekrafterken noch als "schlimmsten Alptraum").
Solche Aussagen lassen erahnen, dass die zukünftige US Regierung unter Obama die Erwartungen der Klimaretter eher enttäuschen, als erfüllen wird.
In den USA wird die Hälfte der elektrischen Energie in Kohlekraftwerken erzeugt.
Massive Restriktionen in Bezug auf Emissionen würden eine drastische Reduktion des Energieverbrauches erfordern, was offensichtlich auch der zukünftigen Regierung der USA derzeit als nicht zielführend erscheint.

API's Climate Challenge Programs provide a wide range of opportunities for companies to strengthen their efforts addressing climate change. However, the great diversity in size and operations of API members means that few companies will or should have identical programs.
Each company that participates will tailor its activities to its own operations.
At the same time, API will quickly share with members individual company successes with potential for wider application.

Was die Befürworter der grünen Jobs meist nicht erwähnen, ist die Tatsache, daß die meisten dieser Arbeitsplätze erhebliche Subventionen aus Steuergeldern und andere spezielle Vergünstigungen durch die regierung benötigen, um im Wettbewerb auch nur exisitieren zu können.
Es sieht nun so aus, als wäre selbst eine halbe Millarde US-Dollar an Regierungshilfen keine Erfolgsgarantie.
Trotz einer Bürgschaft in Höhe von 535 Millionen US-Dollar durch die
US-Regierung wird Solyndra, ein Hersteller von
Photovoltaik-Solarelementen in Fremont an der Bucht von San
Francisco, eine seiner Produktionsstätten schließen.
Betroffen sind insgesamt 190 Beschäftigte.
Expansionspläne werden aufgeschoben und die Produktionskapazität um mehr als 50 Prozent zurückgefahren.

Green jobs cut despite government subsidy
Listening to outgoing Gov. Arnold Schwarzenegger and incoming Gov. Jerry Brown, Californians might think the California economy's salvation lies in so-called "green jobs," which now account for about 3 percent of the state's workforce.
What boosters of green jobs don't usually mention is most of these jobs require substantial taxpayer subsidies and other special government treatment even to exist in a competitive market.
It appears now that even a half-billion dollars in government aid is no guarantee of success.
Despite a $535 million loan guarantee from the federal government, Solyndra, a maker of solar panels in the southeast San Francisco Bay Area city of Fremont, will close one of its manufacturing plants, lay off 40 permanent and 150 contract workers, delay expansion plans of a new plant largely financed with the government-guaranteed loan and scale back production capacity more than 50 percent.
Despite the hype and tax money, Solyndra seems unable to compete with Chinese manufacturers, whose prices are lower.
This is the latest bad news for the company touted by Mr. Schwarzenegger and President Barack Obama as one of the green industry's supposed shining lights.
President Obama visited Solyndra in May, calling the operation "a testament to American ingenuity and dynamism."

Having invested over $10 million on geothermal energy, Google seems to believe that it is our best bet at kicking the oil habit (especially now that nuclear power has suddenly become disproportionately unpopular).

He is clearly unaware that wind energy is so hopelessly ineffective that the 10,000 turbines America already has, representing "18 gigawatts of installed capacity", only generate 4.5GW of power, less than that supplied by a single giant coal-fired power station.
He talks blithely of allowing only "clean" coal-fired power plants, using "carbon capture" - burying the CO2 in holes in the ground - which would double the price of electricity, but the technology for which hasn't even yet been developed.
He then babbles on about "generating five million new green jobs".
This will presumably consist of hiring millions of Americans to generate power by running around on treadmills, to replace all those "dirty" coal-fired power stations which currently supply the US with half its electricity.

An Atlanta-based competitor to CME Group Inc. said Friday it has agreed to pay $604 million for Climate Exchange PLC, the London-based operator of the Chicago Climate Exchange and Chicago Climate Futures Exchange -- pioneers in emissions trading.
The deal by IntercontinentalExchange, known as ICE, also includes the European Climate Exchange.
The deal is a milestone for Chicagoan Richard Sandor, Climate Exchange chairman, who said the acquisition makes "strategic sense."
